45th ICA Conference Programme Innovative Government – Learning From the Past, Looking to the Future
Rapidly evolving technologies and tightening budgets have made it both possible and essential for governments world-wide to discover, develop and adopt innovations. They must learn quickly from their own and others’ successes and failures, take calculated risks and innovate with agility. “Innovate or die,” once the catch phrase for dotcom entrepreneurs, is now very much applicable to all players in the global economy. In this conference, ICA will bring together the international IT community to identify and share innovative technologies and techniques to deliver a better citizen experience and a more effective government.

Breakout Session 1: Learning From the Past Eighty percent of new technologies never enter the mainstream (used by 30% of the population). At the same time, Internet, pooh-poohed by Bill Gates of Microsoft and other leaders in our community, was successful, but took 20 years to enter the mainstream. How can you avoid the hype yet make the right choices about the future? Fifty years of innovation in information technology and telecommunications provide lessons learned that we will discuss in this panel and that you can use to position your program and your career. Chair: Frank McDonough, Life Member, ICA Facilitators:

Finland, for instance, is offering to its citizens the citizen account that replaces the traditional way of delivering government decisions in paper format with the electronic one. Panel 3: Workspace of the Future Technology will be as critical to the workspace of the future as bricks and mortar were in the past. Use of mobile technology enables work to be done from any place at any time, rendering traditional offices obsolete. Social media and instant messaging enable us to communicate with a global audience and attract ideas from thousands of unexpected sources. Along with IT innovations like cloud computing, they will provide unprecedented savings. But this new workspace model will present its own challenges, raising concerns from cybersecurity to e-governance.
