James Mackison has been a contributor to ICA for over a decade. For the past nine years, James authored the Country Report Summaries for ICA's annual conferences. He served as Rapporteur for four ICA Annual Conferences in Portugal (2013), Israel (2012), Taiwan (2011) and Ireland (2007). In 2000, James led the ICA study "Information and Communications Technologies (ICT) and the Structures of ICA Member Governments." In addition to his work with ICA, James currently serves as Technology and Innovations Director of the Washington State Investment Board, an institutional investor managing $100 billion in pension and other assets. Prior to that, James worked for the U.S General Services Administration developing intergovernmental projects and programs; which is where he first began his work with ICA. James earned a Master in Public Policy from Harvard University and his bachelor degree in International Business from the University of Georgia, USA.
