Lourino Chemane is a Professor at the Faculty of Engineering of Eduardo Mondlane University in Mozambique since 2015. He is the Coordinator of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) and Adviser of the Minister of Science and Technology, Higher and Technic Professional Education of Mozambique since 2009. He was research and lecturer at the Faculty of Engineering of Eduardo Mondlane University in Mozambique since 1993. In 2011 he completed his PhD (Doctor of Philosophy) degree in Computer and Systems Science at the University of Stockholm (Department of Computer and Systems Science - DSV), in 2007 a Master’s Degree in eGovernment at the EPFL (Ecole Polytechnique Federal de Lausanne), in 2004 a Licentiate of Philosophy in Computer and Systems Science (PhLic.) at the University of Stockholm and in 1998 the Master Degree in Electronics Engineering (MEng) at the University of Pretoria in South Africa, in 1993 a Undergraduate Degree in Electrotechnical Engineering at the Eduardo Mondlane University in Mozambique. From 2004 to2009 he was the Chief Technical Adviser at ICT Policy Implementation Technical Unit (UTICT) in Mozambique where he has led and participated in various ICT and eGovernment projects being to mention: The ICT for Development Programme, the Government Electronic Network (GovNet) in its pilot and extension phases, the Government Portal, the Government Centralized Email System, the ICT Mobile Unit, etc. He was a member of the national experts that drafted the Government of Mozambique eGovernment Strategy, telecommunications strategy, which includes the Universal Access Strategy, eGovernment Interoperability Framework (eGIF) and the draft Electronic Transactions Law (Draft). He has contributed and published in various conferences in the ICT for Development and eGovernment.

As the Coordinator of the Mozambique eGovernment and Communications Infrastructure Project (MEGCIP) since 2009, and Adviser of the Minister of Science and Technology, Higher and Technic Professional Education he has been involved with the following projects and initiatives: Conceptualization and establishment of Government Data Center, Mozambique Research and Education Network (MoRENet), CMCs (Community Multimedia Centers), Implementation of eGovernment Interoperability Framework, Migration from Analog to Digital Television, Conceptualization of the National Data Center, Development of Broadband Strategy, Revision of the ICT Policy and Development of the Government of Mozambique ICT Master Plan, Revision of the Telecommunication Law. He is the Mozambique eGovernment Focal Point of the Portuguese Speaking Countries Community (CPLP – Comunidade dos Paises de Lingua Oficial Portuguese) since 2010.
