Daiva KirkilaitÄ—-Chetcuti heads the Information Society Unit at the Government Office of the Republic of Lithuania. Her personal challenge is to foster open and inclusive policymaking.

Daiva is in charge of the improvement of the current governance and co-coordination frameworks to achieve the digital government goals by encouraging investment in information society infrastructure.

Promoting the development of e-skills, dealing with digital exclusion, improving the supply and take-up of digital public services, ensuring interoperability, creating a policy framework for electronic commerce and addressing cyber-security are also in her panel of challenges.

Daiva has presented Lithuania’s position at the OECD’s Committee on Digital Economy Policy (Directorate for Science, Technology and Innovation). She is also Member of the Council for Lithuania’s Digital Agenda; Member of the Council for State ICT Resource Management; Member of the Supervisory Board of the Communications Regulatory Authority, and Member of the Council for Cyber-Security.

Daiva has 10-year international experience working with the World Bank in Romania and the European Commission in Croatia and Azerbaijan in the fields of policy formulation, strategic planning, ICT policies, financial management and control, monitoring and evaluation.

Daiva graduated from Kaunas University of Technology (Lithuania) and Yokohama National University (Japan) and holds two Master Degrees in Business Administration; and in Telecommunication’s Infrastructure Management and International Law.
