Mr. Kitagawa was appointed as the Director for Management in charge of developing and implementing e-government policies, Administrative Management Bureau, Ministry of Internal Affairs and Communications in June 2016.As the Director for Management, he leads various projects which provide IT services shared by the ministries in the government of Japan. Prior to this, as a Senior Research Officer, he worked on the initiative to deliver user-oriented government online services.

He joined the Prime Minister’s Office of Japan in 1992 after he graduated from the University of Tokyo with a Bachelor of Arts in economics, and has worked for the government thereafter. With over 20 years of career in the field of public management, he has extensive experience in the field in addition to the e-government related expertise. These include: developing the legal framework for the policy evaluation system; serving as a secretary to the Minister for Internal Affairs and Communications; reforming the Incorporated Administrative Agency System; and assessing an individual Ministry’s need for human resources and allocating staff accordingly.
