As the Cluster Director at the Government Technology Agency of Singapore, Joseph is in charge of the “Justice, Law & Foreign Affairs” cluster. Joseph is responsible for the smart use of technology at eight government agencies. The agencies are: Attorney-General’s Chambers; Family Justice Courts; Intellectual Property Office of Singapore; Ministry of Foreign Affairs; Ministry of Law; Parliament of Singapore; State Courts; and Supreme Court. Joseph also holds a concurrent appointment as the CTO of the Supreme Court.

Prior to joining the public sector, Joseph had spent many years in technology in the financial sector. His last appointment was the Asia-Pacific Head of Technology at Credit Suisse AG, Asset Management.

Joseph holds a MBA from the University at Buffalo, and a B. Sc. in Computer Science from the National University of Singapore. He had also completed a Strategic IT Programme at IMD, Switzerland.
