André Lapa is involved in the development of application suites for the Portuguese Citizen Portal and other digital initiatives across different platforms, while also carrying duties as a Project Lead for Web Standards, Usability and Open Data programmes. For the past years, he has also acted as the Portuguese national representative on the European Commission Public Sector Information Group and the OECD Open Government Data Group, as well as other international initiatives.

André has a master degree in Communication Science, with a focus on Digital Media and Human Computer Interaction, outside the public sector he has also worked in Corporate Communications and Digital Marketing, across the startup, technology and design industries.
