Requests for Membership

A formal request for membership, signifying agreement to the purpose and working procedures of ICA should be addressed to ICA Chair and sent by email to the This email address is being protected from spambots. You need JavaScript enabled to view it.. The letter of request should identify the status of the national body applying for membership in the name of its country, especially its ability to represent its government’s IT policy and activities.

Following review and acceptance of the application, the Chair and Governing Board will bring the recommendation for membership to the Council during the next ICA Annual General Assembly. Final decision on new members’ acceptance is reached by majority vote.

Criteria and Fees

Criteria: Any national government concerned with the use of IT for central administration and service delivery may seek membership in ICA according to terms below.
A member is required to:

  • Have mature information technology infrastructure;
  • Agree to the purpose and working procedures of the ICA;
  • Participate in ICA activities; and
  • Fulfil membership fee obligations.

Non-sovereign national bodies may apply for an Associate Membership status.

A letter of request for membership shall be addressed to the ICA Chair for consideration and approval.

Fee: the annual fee for full members is €3500. Associate members pay €3000.

Annual conference: provides members an opportunity to learn about newest ICT trends in governments around the world. The round tables, affinity groups and panel sessions allow members to report on major events related to IT management in their country and to receive instant feedback from colleagues.

Study groups: ICA-sponsored Study Groups provide valuable experience in working with colleagues with different cultures on practical issues of common infrastructure and policy.

Networking: ICA is an informal forum with extensive possibilities to network and share ideas as well as to establish contacts with fellow colleagues in governments from all over the world.

Access to information resources: the organisation provides access to most recent and relevant information resources on ICT developments in the governments. As a member you will have access to a ‘Member’s area’ on the ICA website, whereyou can find information resources from past conferences (country reports, presentations, workshop reports, etc.), study group reports, and most recent publications by our experts. Moreover you will also be able to access contact details of fellow peers from around the world.

Country reports are one of the most important benefits that ICA offers to its member countries. The collection of statistics, trends, insights and analysis in these reports and the summary report published each year differentiates ICA from other international organizations, as this well rounded information is not available anywhere else. Country reports offer an invaluable perspective on the status of ICT in government and insights into common areas of national concern.

Members are given the opportunity to share knowledge and best practices, discuss andreceive feedback from other members. Together we look ahead of changes and thus create a sustainable value for our current and future members.

Join ICA

Thank you for your interest to join ICA!  ICA has two types of memberships: Full membership and Associate Membership.

Full members receive full rights to participate in the council’s work and events. Please, review full list of membership benefits

Associate members would normally be a national or international body such as OECD (The Organisation for Economic Co-operation and Development), EU (European Union), or an International NGO (Non-Government Organisation). They are given access to the ICA conference and online information resources. Associates have no voting rights on the Board or Council.

ICA’s current membership has representation from the following nations and organizations: Australia, Belgium, Canada, Cyprus, Estonia, Finland, Israel, Japan, Moldova, Mozambique, OECD, Portugal, Romania, Singapore, Sweden, Taiwan, The Netherlands, The World Bank, and Uruguay.

Chairpersons from over fifteen different countries have inspired, led and managed ICA for various durations since its inception.
