Artificial Intelligence: Using AI to Improve Public Service and Citizen-Government Interaction

As governments around the world increasingly recognize the transformative potential of Artificial Intelligence (AI), the focus shifts towards leveraging this technology to enhance public services and strengthen citizen-government interaction. This session will explore innovative AI-driven approaches that improve service delivery, streamline administrative processes, and foster more transparent and responsive governance. We will highlight successful case studies where AI has been integrated into public administration to reduce bureaucratic burdens, enhance decision-making, and personalize citizen experience. Together, we will also review dilemmas regarding the appropriate role of AI in the service cycle. Key topics to include:

  • Real-world successful and less successful applications of AI in government services;
  • Enhancing citizen engagement through AI-powered platforms;
  • Overcoming challenges related to data privacy, ethics, and digital inclusivity;
  • Strategies for building public trust in AI-enabled government systems.

Artificial intelligence (AI) is rapidly transforming the world, yet its future remains uncertain. Despite ongoing concerns related to ethics, fairness, and effective implementation, AI continues to revolutionize industries, spark innovation, and redefine the way we address complex challenges. As the field evolves, powerful opportunities to promote human rights, improve working conditions, safeguard the environment, and combat corruption.

However, to fully unlock these benefits, AI must be developed with purposeful design, governed responsibly, and shaped through inclusive participation. In the face of growing urgency around sustainable development, AI emerges not just as a technological advancement but as a strategic enabler capable of driving progress in the 17 Sustainable Development Goals (SDGs).

Dr. Liao will share his research on the correlation between global AI development rankings and SDG performance, offering a macro-level perspective on the relationship between AI advancement and progress toward the Sustainable Development Goals. The session will then move to a microlevel analysis, highlighting case studies from various countries that showcase unique experiences in leveraging AI to advance the SDGs. The aim is to facilitate cross-national exchange and knowledge sharing.

It is clear that digital government cannot be implemented by the public sector alone. Strong partnership with the industry is crucial. How do we make this partnership mutually beneficial?

This discussion explores how governments can fuel innovation and drive growth across both public and private sectors. With similar digital government needs worldwide, industry partners who had collaborated with governments can leverage their experience to expand into new markets.

In this session we will explore how we, as global digital leaders, can ensure that the trust that is placed in us by our ‘clients’ – citizens, businesses, those looking to come to our Countries – is not only maintained but even increased as we evolve service delivery to be more and more digital. Today, more than ever before, our services, systems and platforms are the target of a variety of attacks from sophisticated cyber-attacks, disinformation and insider-threats to global digital supply chain instability to simply exploiting trust relationships between private/public organizations and their clients. Trust is the ‘currency’ of Governments and service excellence is the bar that we must all meet. Our panelists from Canada, Taiwan and Romania will speak about their individual perspectives on how they evolved service delivery in ways that impacted Trust and Service within their jurisdictions.

Digital Service Delivery and Evolution

The evolution of digital public services has been marked by significant advancements in technology, enabling governments to offer more personalized, accessible, and efficient services to citizens and businesses.

This panel will explore the transformative landscape of digital public service delivery and the ongoing challenge of balancing technological innovation with public trust, cost-efficiency and equitable access. Discussion topics will include: key enablers (facilitators) and disablers (barriers); how to build trust in public services; methods to promote and evaluate service quality; and cost-efficiency strategies for weighing the benefits of innovation against financial sustainability.

A holistic approach will be presented by our panelists from Botswana, Estonia, EU and Singapore, fostering both technological and non-technological points of view in driving the future of public service delivery.
