ICA present at the Tallinn e-Governance Conference 2015 Programme Committee Chair, Mr. Frank Leyman, represented ICA during the conference hosted at the Estonian capital this May 12-13. Mr. Leyman, participated in the panel discussion titled “Cooperation, coordination and communication – can we orchestrate eGovernance?” The aim of this topic was to focus on the setup of coordination and cooperation mechanisms which are critical to implementing political will with the help of local and international technology companies. Additionally, the panel discussed how to communicate the eGov development and implementation process to society and to the public sector itself. Frank Leyman, with the valuable input from a number of ICA member countries, addressed the topic during this panel which looked at practices of different countries and reviewed the horizontal cooperation issues in government focusing on joint actions with all ministries. At the conference, there were also ICA members from Moldova, Sweden, Estonia and Singapore representing their countries.
