Samia Melhem is a lead policy specialist ICT for development. She chairs the eDevelopment Community of Practice, and leads ICT unit’s knowledge and learning program while coordinating the WBG ICT projects in Africa region. She is an international expert on egovernment , her projects focus on improving Public sector delivery to citizens and businesses; and on creating the societal transformation and governance. Samia contributes to research on eGovernment best practices. She led, amongst other, the eProcurement Reference guide, the Gender and ICT toolkit, the ICT Components guide and the Telecoms Regulatory toolkit. One of the eGovernment projects she supervised, eRwanda, won the Technology in Government Award (TIGA) in 2011 and a global award in 2013 for its eSoko mobile app for Agriculture. She worked in different regions (Africa, Europe, Asia and MENA); sectors (financial management, public sector reform, education, health, agriculture, innovation) and in more than forty countries. She has degrees in Electrical Engineer, (BSEE); Computer Sciences (MS), and MBA(Finance).
